Carrie Blumert, MPH

Chief Executive Officer

As Chief Executive Officer of Mental Health Association Oklahoma, Carrie Blumert is dedicated to expanding access to affordable treatment, safe housing, and supportive communities for individuals living with mental illness and addiction. Before joining MHAOK, Carrie was twice elected to serve as Oklahoma County Commissioner, District 1, from 2018 to 2024, becoming the youngest woman elected to that role in state history.  

Earlier in her career, Carrie worked at the Oklahoma City-County Health Department, where she managed community partnerships and engagement initiatives. She holds a Master of Public Health degree from the University of Oklahoma Health Sciences Center and a Bachelor of Science degree in Child and Family Services from Oklahoma State University. Carrie serves on the boards of Oklahoma Humane Society and Teach for America Tulsa, and is an active member of the Tulsa Downtown Rotary Club. Carrie is a Fulcrum Fellow with the Center for Community Investment and a graduate of Leadership Oklahoma City Class 38.

Mark Davis

Mark A. Davis, LCSW

Chief Program Officer

Mark Davis is a seasoned behavioral health executive with more than two decades of clinical and organizational leadership experience. Grounded in a strong clinical foundation, he has worked extensively with individuals impacted by mental illness, addiction, homelessness, and complex co-occurring needs, with deep expertise in evidence-based practices, trauma-informed care, crisis intervention, and community-based service delivery. 

Mark provides strategic oversight of a broad portfolio of mental health, housing, outreach, and supportive service programs. He has led multidisciplinary teams, expanded innovative service models, secured critical funding, strengthened cross-sector partnerships, and advanced high-impact initiatives that improve outcomes for vulnerable populations across Oklahoma. Mark holds advanced expertise in the behavioral sciences and remains actively engaged in community leadership, serving on boards, task forces, and advisory groups focused on behavioral health reform, homelessness, public policy, and community wellness. He is widely recognized for his collaborative leadership, systems-level perspective, and commitment to equitable, person-centered care.

John Manning

John Manning, CPA

Chief Operating Officer

John Manning joined Mental Health Association Oklahoma in 2023 after serving more than 30 years in various corporate leadership and consulting roles, striving to develop and apply productive work environment strategies while partnering with executive, administrative and operational teams. John, a Certified Public Accountant (CPA), earned his bachelor’s degree in accounting and finance from Northeastern University and a Master’s in Business Administration from Phillips University. 

After decades in the corporate sector, John sought work with deeper impact, leading him to MHAOK. As Chief Operating Officer, he brings a strong background in human resources, accounting, and business operations. John ensures the organization’s efficiency, fiscal stability, and ethical practices, while also overseeing MHAOK’s housing portfolio to help provide safe, affordable, and stable housing for Oklahoma renters. 

Jimmy Farmer, MPPA

Chief Housing Officer

Jimmy Farmer joined Mental Health Association Oklahoma in September 2025, bringing with him more than 20 years of leadership experience in public and affordable housing asset management.  He has held leadership roles with housing authorities in New Orleans, the U.S. Virgin Islands, and Baltimore, where he strengthened compliance, improved operations, and advanced housing stability for thousands of residents.

Jimmy earned a Master of Public Policy & Administration and a Bachelor of Arts in Urban Studies with a focus on Housing & Community Development from Jackson State University. He holds professional credentials as a Certified Public Housing Manager (CPHM), Certified Specialist of Occupancy (CSO-PH), and Registered Apartment Manager (RAM).  A visionary leader with expertise in asset optimization, HUD regulatory compliance, and team development, Jimmy is passionate about leveraging housing strategies to strengthen communities and deliver long-term value.
