Carrie Blumert, Chief Executive Officer

Carrie Blumert currently serves as the Chief Executive Officer for Mental Health Association Oklahoma (MHAOK), the state’s premiere, boots-on-the-ground nonprofit serving Oklahomans primarily at the intersection of mental illness and homelessness.  She has a passion for ensuring everyone living with mental illness and addiction has access to affordable treatment, safe housing, and a supportive community. 

Prior to her time at MHAOK, Carrie was elected to serve as Oklahoma County Commissioner representing District 1 from 2019 – 2024. She was the youngest female county commissioner elected in state history.  Currently, Carrie serves on the boards of ReMerge of Oklahoma County, Oklahoma Humane Society and Teach for America Oklahoma City. She holds a master’s degree in Public Health from the OU Health Sciences Center, a Bachelor’s degree in Child and Family Services from Oklahoma State, and is currently a Fulcrum Fellow with the Center for Community Investment. 

Mark Davis
Mark Davis began his social work career in 1996 working as a Rehabilitative Specialist at an area psychiatric community mental health center where he provided supportive counseling and group rehab to individuals entering an in-patient setting. After receiving his master’s degree in social work from the University of Oklahoma in 2005, he continued his unyielding promotion of hope and recovery for people impacted by mental illness, homelessness, trauma, debilitating poverty and those facing challenges as a result of involvement with the criminal justice system. Ultimately, his drive to assist at-risk populations along with a more global goal of improving the social service system(s) across the community led to his current position as Chief Programs Officer for Mental Health Association Oklahoma.

Jessica Phillips
Jessica is a certified public accountant and has spent over a decade working in the accounting field. She has been with the Association since 2017 as both assistant controller and controller. Previously, Jessica worked in public accounting as an auditor with a regional firm. Jessica received a Bachelor of Business Administration in Accounting (cum laude) from Northeastern State University, obtained her CPA license through the Oklahoma Accountancy Board and is a member of the Oklahoma Society of CPAs well as the American Institute of CPAs. She is responsible for accounting, finance, audit and grant management.

John Manning
John Manning joined Mental Health Association Oklahoma in 2023 after serving more than 30 years in various corporate leadership and consulting roles, striving to develop and apply productive work environment strategies. After so many years in the corporate world, John was searching for more impactful work. He found his home at MHAOK as Chief Operations Officer. John has worked with executive, administrative and operational teams to help build effective business strategies. With his background in human resources and accounting, John brings a wealth of knowledge and experience to his role. John, a CPA, earned his Bachelor’s degree in Accounting and Finance from Northeastern University and a Master’s in Business Administration from Phillips University.
